Add some salt to a large pot of boiling water, add pasta and cook for 10 min. Rinse and drain the pasta with cold water. Chop the celery and the meat, defrost the peas. Mix the mayonnaise, sugar, vinegar, milk, salt, and pepper in a separate bowl. Add the cooked pasta, celery, and meat to this mixture and stir well. Before serving refrigerate it.
