Preparation
In a large saucepan, add the beef, onion, and pepper, and let them cook till the beef turns brown. Add the rice, water, and tomato sauce to the pan, and wait for about 5 minutes till the liquid starts to simmer. In a separate pan, boil the bell peppers in some water for about 10 minutes. Stuff the beef mixture in the peppers and bake them in an oven at 175 ºC for about 30 minutes.
